The defect is stable and manifests itself, through time.
I haven't seen Asp in a long time so as far as I know they have completely moved on from these skins. I'm certainly no graphic designer so the best I can do is bandage things when they completely break which hasn't really happened until now.
Digitally Unmastered isn't actually behind in updates, the version numbers are just different because of the period of time where it was behind for a while. They should both have the same relatively minor broken bits from when Valve started to overhaul how skins are handled and at the time it was a real hackjob to get things to work.
Please update it, because. Steam has an update and the main page is not displayed.

I have been using Blue Pulse for a while now and with old Steam it changed the entire client to blue and black. As it is now with the beta/new Steam client there is only the blue at the top and bottom, the area in the background of the library tab is still the default grey.
I was wondering if it is going to be possible to change that in future releases.
The skins both apply to every part of the client that can be edited without jumping through hoops.
If you mean the total overhaul of the base steam client, Valve is just doing bits and pieces at a time as they finish them.
Is there any word on if/when the recolour will be extended to the rest of the client interface?

found this after tearing out... maybe a third of my hair.
in case steam wants to block the link: reddit user say to add "-steamos -nochatui -nofriendsui" without quotes
