The main idea is to player with people at your level, not play with newcomers or guys too pro. People who use other to rank up, must not have any fun IMO.

Good idea, however, MM doesn't measure individual skill just team wins/losses so you never really know what you're getting. Should still prove to be a benefit for the community.
