What is the point of buying it on Steam if people on the East coast don't get to play until 3 hours later? Can't unlock by time zone? BF3 did it and so did boarder lands 2, why can't call of duty ever learn to do this?

Because call of duty is a multiplayer game that makes players want to be the highest rank and to let every player have a fair chance at doing that unlocks the game at the same time for everyone based on time zones.

So why do other games do it? And if I buy a hard copy it is not the case.....
