There are other modders who beat us to this idea. They have not done a total conversion but it seems that at this time it's not possible to continue until we know otherwise.

Anyway, about when I said "if we can get the mod out there" what I mean by this is that there are already people who were way ahead of us and did a lot of Civilizations. The only thing is that they do not have any new unit/building models or animations. Nor do they respec the research tree like we would like. That's all I'll say for now, watch out for the announcement in the upcoming few days.
Also this Mod sounds like a dream come true so keep up the good work!!
This demo may be delayed depending on what discoveries our team makes, along with who joins our team too. This is not to say it would be anyone's fault for the delay, just for the purpose of making a better example of what we're aiming to achieve.
Currently, no there is not. However I may add some shortly, as they are playable.
