one of my friends who doesnt have steam guard on his mobile is trying to send me his coins in order to deposit skins for him but he cant give his points he clicks on me in the chat but there is no option send coins what can he do?

Because if you click earn coins there is an option to use prepaid cards such us paysafe to get gocoins ( in the super rewards tab) . Is this possible? And because i leave in greece is there a restriction or i can add coins? Also how can you rank up? I have already made more than 1700 rolls and i am still a novice user .
