It's the S.T.A.R.S, (Special Tactics And Rescue Service) Which were a group of ex military and highly trained group of people who worked for the R.P.D (Raccoon City Police Department) They are from the game series "Resident Evil/Biohazard". Most of the members died in "Resident Evil 1-3" and the only surviving members are Chris Redfield, Jill Valentine, Rebecca Chambers and Barry Burton as most of the members died from varouis reasons (mostly umbrella's fault).
