MDL Decompiler
I had to wipe my computer clean, so I don't have my blender programs set up yet. I downloaded mdl decompiler, but I forgot what to do with it. I installed the Source SDK. Can somebody help me?

With MDL Decompiler (or program called Crowbar) you can decompile MDL model that you previously extracted with GCFScape.

I mean, I forgot how to get it working. Like, how to get the program from the rar file.

To get the programm from the .rar file you need another program like winrar (dunno exactly what your problem is tho, but that is how I understood it :D).
I really advise you to use Crowbar for decompiling the files, since it is very up to date. I hope I could help you!
