Unzip Blendersourcetools-master.zip, extract the folder to Desktop, re-zip Blendersourcetools-master folder into zip, run Blender, install the new zip and it worked. Had to do with the zip with the additional folder, so when rezipped without the nested folder installed correctly.
What Blender edition are you using? I have file name "blender-2.80-893fa598319e-win64" from 2/25/19 download date.
I used your method and the installation is an success but check box nor description is visible in the Add-ons list when searched for
I'm not going to be making proper downloads until 2.80 ships precisely to discourage people from using an unstable version of the addon with an unstable version of Blender. If you're having trouble installing please stick to 2.79 for now.
I just needed to zip "io_scene_valvesource" folder (like you said) and install it individually
