Several veils exist to my knowledge. Value is determined when a willing buyer and a willing seller come to an agreement and exchange items. You wanna sell it for a bud, sell it for a bud. You wanna sell it for a key, sell it for a key. All depends on if anyone is looking for it and how much they're willing to pay. :P

I'll compile a list of SAS owners, however it would be difficult to list who owns what, as these move a lot more than Collector's cosmetics.
