Yes, you are right. The server needs admins, but I don't have anybody trusted that could be a head admin and be responsible of getting new admins. I tried with a few people, but it didn't work out.

im pretty sure the owner of the server has proclaimed its too much of a hassle to get admins (i.e. there wont ever be admins for the foreseeable future)

You have to hold left mouse button to use it. It does fire bullets and it does damage, but not a lot.

how does the rifle - sub machine gun work? Whenever I fire it it seems to do no damage, or even fire bullets

When you shoot there is a projectile that is fired and it creates a smoke effect on hit that you mentioned. That projectile doesn't do damage though. It's a trick to make it look like there is bullet drop, but the bullet actually goes straight forward and never drops. It can be proven with a sniper rifle and perhaps tracers mod.

One of the Pro-tips is wrong, bullet drop does exist. This can be proven if you find a flat plain and shoot a pistol directly up, soon you will find a puff of smoke on the plain appear for a sec.

This person http://psteamcommunity.yuanyoumao.com/profiles/76561198051870379 is a troll, who adds group members and people from my friends list and insults them. If he adds you I recommend to just block him. I already kicked him from the group and I will ban him from the server.
