You have not said what game the ban is for.

No. Game bans cannot be appealed and are not removed from accounts.
2. You can make a new account if you wish to play the game on secure servers. The account is only banned on secure servers. You can use your inventory just fine if any non secure servers are available.
Same with VAC bans. If they release the exact cheat that was detected, then cheat developers could more easily make cheats.
I don't know why you would want to play on this account, another account, or any account. What you do is up to you. I am simply passing on information, that by the way, is already covered on the support page I linked for you as well as the "info" button.
