cs banned account
my friend pkay witf cheat in my account but i don t use cheat please unban me

Account cheated = account banned. The fact you let your 'friend' play on your account is your fault.

Ban is PERMANENT.

so in other words, you allowed your friend to play on your account with cheats, then the ban is then correct and permanent.

TLDR Your responsibly not Valve's problem the system doesn't care and can't check WHO plays on the account and why would they believe you about your friend playing?

So you weren't cheating, but you were violating the account's ToS? Is that really the story you want to go with?
