The account has a GAME ban. Game bans have nothing to do with VAC or this forum.

And bans are delayed..
Game bans are permanent and cannot be appealed. Steam support cannot remove them. All items for the banned game are locked to the account permanently as well. No selling or trading items for the banned game.
Suddenly you care about the ban. It's permanent
funny how the only person you got in your list has a 3 day old gameban
