The account has a GAME ban. Game bans have nothing to do with VAC or this forum.

Cheating is not the only way to earn a game ban.
+ заблокирован инвентарь кс2 и нет никакого доступа к играм, сам кс пишет 'vac banned' или что то похожее, точно не помню
Irrelevant what it says in game. That is the outdated default message. Look at your profile. That is what ban you have.
It is a GAME ban.
VAC bans are for cheating.
Game bans can be for cheating and other reasons depending on the game.
