VAC Ban Caused by Recycled Mobile Number in India – Requesting Valve Staff Review

Hello Valve Staff and Community Members,

I am posting here to bring visibility to a VAC ban that seems to be caused by a telecom issue in India, not by any cheating or third-party tools. I have never cheated in CS2 or any other game.

In India, all major telecom operators follow Department of Telecommunications (DoT) regulations that require them to recycle inactive mobile numbers. If a number is inactive for 90 days, it is disconnected, quarantined, and then reassigned to a new customer. New users receive no information about the number’s previous owner. This is a mandatory nationwide system, and millions of numbers are recycled every year.

I recently received one of these reassigned numbers and linked it to my Steam account. I had no idea that this number was previously linked to a Steam account that had a VAC ban. After I added the number, it appears that the system associated the previous owner’s VAC history with my account.

To clarify:

I have never cheated

I have never used scripts, hacks, or third-party tools

My hardware and gameplay logs should show completely clean activity

The issue seems to be caused only by the recycled mobile number, which is outside my control

I have already contacted Steam Support, and they confirmed that my details have been forwarded to the VAC team. For reference, here is my support ticket:

I understand that the VAC team does not respond directly, but I am posting here so this situation is fully documented and so Valve staff or moderators can see it.

I respectfully request:

A review of my account activity

Verification that the ban is not related to my gameplay

Consideration of the telecom number recycling issue, which affects many users in India

This situation has nothing to do with any misconduct from my side. It is a result of India’s mandatory number recycling system, and I had no way to know the number’s history.

Any help, guidance, or visibility from Valve staff or experienced community members would be greatly appreciated.

VAC bans are applied to accounts sharing a phone number at the time of the infraction. So even if that number was once associated with an account that cheated, your account would not get banned for using that number now.

no valve, no support, no vac team, will be here. Only steam users and forum moderators. Your 1929 day old vacan is permanent

also a whole long essay does not help you. Cell phone numbers is pretty much the same scenario across the world, just the length of time will be different for inactive numbers. So by the end of the day either A) you were caught cheating or B) someone used your account to cheat or C) someone who still had the number linked to their account when you linked it to your account or other way around, and the other account was caught cheating, which means your account got banned as well. But at the same time, a specific question comes up from my side, seeing you only now suddenly care about the ban, is how much money did you spend to buy this account?

FYI, if the ban was incorrect, then it would have been removed within couple hours to maybe a month or so. But after 1929 days, it is found to be correct

Can I appeal my VAC ban?
No. VAC bans cannot be appealed. If a VAC ban is issued incorrectly it will be automatically removed after investigation, but Steam Support does not manually remove VAC bans applied to accounts for any reason.

I was not using my account when it was VAC banned. Can the ban be removed?
No. Any bans added to an account will remain regardless of who was using the account at the time the infraction occurred. Ultimately, the use and security of your Steam account are your responsibility.

How do VAC bans relate to phone numbers?
VAC bans are applied to all accounts sharing a phone number at the time of the infraction. For this (and many other) reasons we do not recommend sharing your phone number or using another user's phone number on your Steam account. Accounts sharing the phone number that do not own the game the VAC ban is for will still receive a VAC ban and will not be able to purchase the game moving forward.

There are no restrictions placed on phone numbers that were on an account when the account was VAC banned; phone numbers can immediately be used on new accounts.

No, Valve does not accept appeals for any reason and bans that old have already been verified to be correct many times. Steam Support or the community cannot remove VAC bans or help you do so.
