1) You have a game ban, not a VAC ban.
2) Cheating isn't the only way to earn a game ban.
No. Items and games cannot be transferred from a VAC-banned account to another. Banned accounts can still purchase and activate new games and receive items, but they can no longer send them.
The VAC ban itself is not lifted; only the red text disappears.
Stop buying accounts.
