The skins are bound to your account for the same length of time as the VAC ban lasts, which is forever.

I can't imagine buying an account without either first checking if it's banned, or checking if the ban can be removed or not before buying it. I imagine I'd feel quite stupid if I did so.

Because as you just openly admitted and exampled here, then cheaters would not care about the
bans on their accounts since they would be able to just move their inventory to a new account and cheat all over again.
