The program I want to use is Glassbrick, it functions similar to MS Magnifier, just a lot more user-friendly with key commands to turn it on and off, adjust levels, etc, etc on the fly. MS Magnifier cannot be use because its function is for reading and caused abnormal behavior when I tried to experiment to avoid risking a ToS violation, it sucks.
I appreciate your response, and I am very hopeful, though given the gray area of my question, I'd love for an official response. After all, I would still be using a third party program within the game and I cannot risk a ban.
you dont want to risk a ban ? then dont use any 3rd party programs at all

Generally, a VAC ban is only triggered when a program accesses the game's internal files.
Support will probably tell you the same thing and that using any third-party software is at your own risk.
If you still want to contact them, simply click on "Help" in the top left corner and then on "Steam Support." The rest is pretty self-explanatory.
Thank you for your response. My question had been answered in different ways that I was given different options and avenues of approach on the topic. Thank everyone for the help, I don't think there's any thing else that needed to be added to the conversation.
I created a ticket and will try other ways to seek answers or just deal with it.
