It sounds to me like you let your brother play with your account, which could lead to several problems.
1. It doesn't matter who breaks the rules with the account, and the affected account will be punished.
2. You are responsible for your account.
3. You are not allowed to lend your account to anyone. That violates Valve's terms of service and could cost you your entire account.
4. You'll never get rid of the ban.
