Account security is your responsibility and you are responsible for all actions happening on it.
Being "hacked" isn't a reason for getting a ban removed, so posting here is pointless.
This is a user forum, nobody else is here.
Look at it like this:
1. Someone has to guess your account name out of millions of accounts
2. Someone has to guess your password, out of even more combinations
3. Someone has to guess your Steam Guard code out of even more combinations valid for mere seconds
And all that matching the same account at the moment logging in.
You'd rather win in the lottery than this scenario happening.
Your account wasn't hacked, you probably simply leaked your data at some point in the past leading to someone HIJACKING your account.
If you are going to follow the ssa at least follow it properly

Do note how it does not state to post on the forum to dispute a ban.

as per your profile, you have a gameban. Also irrelevant who used the account, the account was caught breaking the rules. So go to your profile and click on the info button next to your GAMEBAN
always find it funny that people are quick to use the "account hacked" excuse, and like you mention, they sitting with items what can be moved to another account before the account gets banned
