you'd think, but no
steam app is for account and game management
steam chat app is for friend chat and management
steam link app is to stream from your pc to mobile or other device

It used to be in with the steam app. About a year or 2 ago they took steam chat out of the steam app and made it it's own app. So if you want to talk to your friends on your friends list you have to download steams chat app. I liked it better when it was all in one since it took up less space on my phone.
