Use of location proxy (using a VPN) is a violation of Steam's ToS.

So if course the security system is going to call you out on it.

If you are simply browsing, then you're fine, but if you are trying to buy from the store or use the marketplace, then you can get your account suspended.
And that's worse than a ban.

I'm browsing; seems irrelevant. Is that some kind of excuse? I'm not committing commerce fraud I'm just setting up a new phone. There seems to be an inconsistent policy position here. Moreover, the security question, which can be answered more than once, only has two answers.

Steam isn't exactly known for respecting player privacy which is why this is just another annoyance with their security features op. Just gotta manage sadly.

You are not as protected as you think when you use a VPN.

For those who know how, they can EASILY trace your location.

And when a service states your are not allowed to use a VPN, of course your not going to get things to work right.

Yeah, it is kind of annoying, but it just means that both your VPN and your Security Guard are working so...

Also, DO NOT use the shop or marketpalce while on a VPN and Steam.
