Can you use steam link if you don’t have a pc?
so I want to play Ultrakill on mobile (from controller) but my steam link ain’t working because I got no pc

No, Because SteamLink relies on Streaming gameplay from your PC to another device.

You might be interested in Nvidia's GeForce Now or Xbox Cloud for game streaming instead, as neither of those services require you to run the games from your own device.

(Edit: UltraKill should be supported and available to play through Nvidia's GeForce Now)

You HAVE to have a PC with the game you wish to play installed on it and the PC must be on and awake. Being in sleep or hibernation modes won't work.
As Steam sells PC games you HAVE to have a PC, Steam link will stream the game from your PC to your mobile device.
You also need a very good and stable Internet connection.

The Steam mobile authenticator app do not let you play any games.
