-removed phone number
-reinstall steam app on phone
- login and then add Steam Guard and again phone number.

This work exactly! Remove phone, remove authenticator, add them back, all good! You the man!
This happened to me in SINGAPORE (early 2023). And the issue was that Singapore Government recently introduced the SMS SPAM/PHISHING FILTER in the country which was forced to be implemented by all the TELCOS in the country. Afterwards, SMSs from all the "unregistered businesses" will be marked (or automatically appear) as "LIKELY-SPAM" upon receiving.
Since that was introduced, I BLOCKED all those "LIKELY-SPAM" marked SMSs in my phone. (Because I thought those were UNNEEDED at that point) Those were in my BLOCKED list. Only after I swapped my SIMCARD into old 2G handset (just to try my luck), I suddenly received the STEAM SMSs and that's where I realized it was because I blocked the "LIKELY-SPAM" marked SMSs in my new handset.
