The community ban system is the most flawed feature in all of the steam platform. He could have said that he didn’t like the weather today and if a third party developer didn’t like it and he already had other bans then that’s enough to limit the functionality of a steam customers account.

They not only got a community ban but their name reset.

Since when did community bans prevent you from talking to people on your friend's list in chat?

Community bans only prevent you from using forums and game community hubs.

It does not block you from sending a message to anyone on your friend list.
