not certain it's allowed so i want to ask first
on flashing lights multiplayer i would like to make the rules of game on my server but can i use the flashing light community discussion to place the rules. the only answer i need is yes or no.

Game community discussion boards usually have their own rules, so only they will be able to answer.

As its for your players in your server only posting your rules would not be appropriate. Answer no..

one of the two above is being quite obtuse. possibly both.

answer: use the RP Groups / Communities subform?!
