When I place a buy order, there is a popup form where you enter max price and qty. There is also a "Max Price" field that calculates the fees and tells you what the max price you will pay is. This is stuck at .03 cents no matter what I enter as my bid price.

I've tried different browsers and get even stranger behavior on the other browser, where the market doesn't see my funds and instead of a Place Buy Order button, I see an Add Funds button, which takes me to the Add Funds page. However, I already have $40 in funds in my account.
