Trade Holds

I just returned to Steam and forgot my password, changed my account password and just activated Steam Guard Mobile Authenticator, will I be able to sell items and Trade Offers after 15 days?

If you meet the requirements. If you don't do anything to reset the cooldown. If you wait the full fifteen days down to the second.

Resetting your password restricts your account. Changing it does not.

5 days on an active account. 30 days on an inactive account...

As for activating mobile, that is a 15 day hold for the following 7 days...
