steam restrictions

hey i just wanted to know if a steam support remove you restrictions with valid reasons, mine is the steam guard app, old phone got broken screen so i download new on onto the new phone. now ive been waiting 7 days to be able to purchase items for a game i cannot due to the removal of steam guard. and that i didn't know, i have to wait another 15 days? really
