it is not steam, it is your isp, to many users from the same IP address have sent page requests.

If your ISP supports ipv6, then turn off ipv4... This will also help solve the problem.

But im the only one using steam and i have only 1 profile, how can that "overload" or whatever? Ive been having this problem for a while now and its pissing me off, because i cant access my steam market at all. Whenever this happens, i wait it out and try again but it still just says error. If i try from my steam mobile, it does the same. I contacted steam support and they said pretty much what pckirk said, but i dont understand how i send too much page requests from 1 device and 1 profile. I havent had a ban, suspension or anything, im all clean and i regularly buy things from the market, so im pretty much active, BUT now i havent really bought anything in a while because of this same problem. I also saw that my ipv6 is active and all good from pckirk's link.

Because IPV4 addresses are now being shared by other users of that ISP. It's not just you on that IP address anymore. Multiple people are assigned the same IP address.

If you have IPV6 then disable IPV4 and try under IPV6, or use your mobile as a hotspot (Not on your home wi-fi) using your Mobiles Data network will have a different IP address. see if that works. Try a VPN set to a local server...

Steam has no plans to change this, or fix this new limiter they have put in place.
