As stated already you have to wait for the initial 15 day wait time (this is only for the first time after activation or reactivation of Steam Guard).
For trading BOTH users must have Steam Guard fully active, if only one user in the trade has Steam Guard active, you will have to wait 15 days for the trade to go through.


These wait times are a security feature to slow down scammers who may be trying to sell/trade someones items.
You cannot speed up or skip these wait times.
