You can run around nekkid if you don't make clothes when your others start wearing out. It's not a problem in summer but that breeze can get a bit chilly in Winter.

Huh, that's the only other thing I could think that would block it.

It doesn't appear to be blocked in any country, but it is marked as having "frequent violence or gore", which I believe is shown by default but can be turned off in store settings.
