Is there a way to get back steam points that is gifted to others?

yes, within 2 weeks, if you reset your steam p/w, it revokes any steam points given in the last 2 week time period.

You can't gift Steam points.
Unless you do mean awards.

This^^^^. And also if you refund a game and you will lose the points you earned from the purchase, so if that would put you negative points, the last point usages will be "refunded" until your point total is positive again, so if you gave awards those awards would be revoked.
