Is steam unusable for anyone else?
Every game I've ever tried to play on steam have massive issues. Not launching, unplayable lag, game locks up for a few seconds, just randomly crashes. Its been across 4 computers never with shared parts on fresh install. Never have the issues with the games dedicated client. Its always tied to steam. I always hear everyone praise steam but its never been anything but awful for me.

Have you tested against a non-steam game you're familiar with?
Have you tested against a steam game you're familiar with?
Was there are a driver or OS update around the time it started?
Have you tried disabling the steam overlay?

I've actually been noticing a lot of stuttering, despite nothing changing on my system.

The only issue I had was after the recent DDOS attacks, dropping connection every 2 minutes, repairing my network drivers has resolved that.

Games run fine though, no issues as far as I'm aware.

Maybe try a reinstall of the client and see if that rectifies it.

Every time I tell people this they get triggered, but it is no less true.
If the issue was the game EVERYONE would be having the same issue. It's a you thing.
Everything you describe there sounds like a PC issue.
Bad ram, CPU, or GPU can cause those same issues.
