Report them from their profile, block them and move on. Public naming and shaming is against the rules, encouraging mass reporting is also against the rules, only you as the victim can do a valid report.

This guy send me a phising link to a gambling site with a 1000$ code for the site. He also has a fake steam group link in his profile.
