It provides developers a view of what type of hardware Steam users are using for gaming. They can then plan accordingly. It makes no sense to release a game which only the top 1% of users are capable of running after they purchase the game. At the same time, if making it so it will run on 90% of machines means compromising the vision of what the game is supposed to be then that may also not be worth it.

The Steam survey also gives the players that are buying/building a new computer or upgrading an existing one an idea what other players are using (and some idea what developers should be targeting their games for).

It's not spying if they ask for permission.

It helps steam make decisions about where to continue support I think and if so the more people with older hardware that contribute to the survey, you will extend Steam supporting that hardware maybe.
