Why are you trying to pick a fight?
I mean did you mean for your post to sound so hostile?
I'm just looking for a good pubg forum, some place a player can converse that has actual moderators.
But hey, someone coming at me all antagonistic is what gets me in trouble, rather then just ignore and flag them, I respond, their feels get hurt, and they flag me.
What ever happened to official game forums?
They mostly died off because Steam provides their own forums as part of the game hub that devs pay for.
Not to mention the existence of places like Discord as well.
You not having access to either is your own fault.
You'll just have to wait until the ban expires to ask your question(s)
That isn't how it works around here, yes there is a TOS, yes there is a flag system, yes that system is abuse more the used properly. Posts do not get reported because they are TOS violations they get reported because they made some one mad or sad.
You may get a time out for a violation but you got the violation because some one's feels got hurt and they reported you, not because the post was a violation. That is how any system dependent on user flags works.
It's not about the violations it's about someones feels getting hurt.
Now when I get back on the pubg steam forum I wont be there long, why?
Because the majority of posts are rage baiting troll posts and they don't like you telling them they are wrong so report you.
As an example, we had some one post in the pubg forum that 100% of players hack, I pointed out that 100% would include them, flag.
And that is why I have time outs stacked like cord wood.
The fun part is spam, trolling, rage baiting posts that I report stay up. Yet I got time out for posting a link to a batman video in a thread about a utility belt.
Ponder on that.
I'm not fighting it because technically it was a violation, but who with a sense of humor would have flagged it?
Right now on the pubg forum there is a couple of posters that have been going at, and got another poster banned because he contradicted them, these people are still agitated to the point of starting a new thread going at this one forum member, and I can not get those threads taken down. They specifically target one forum member and even though a couple of the posters attacking him have been timed out, several are still at it vomiting up their hate because some one dared to challenge them.
I really have to question who is moderating that forum.
Reporting posts just shows a moderator the reported post and your message. That's it. It doesn't force the moderator to do any specific thing.
Sending in reports that are or aren't valid is perfectly fine as long as you're not abusing the system. The final decision being made by someone the forum owner trusts is why moderators exist.
If you think someone is baiting you into a fight, report them and don't reply. Or do reply, but do it in a civilized manner. You can't get in trouble for a rule-breaking post you never made.
That is literally how it works
You don't want a 'good' pubg forum. you want a forum with no consequences for you breaking the rules. You might be shocked all good forums, will simply ban you because you refuse to follow the rules or change your behavior.
If you keep breaking the rules, stop complaining that doing so has consquences and blame 'everyone else' for the consequences of your own actions. The only person who can get banned from a forum, is you. The only person who can get banned from a Discord, is you. You are the reason you are banned. There is no other reason. There is no other root cause. There is no other problem.

Don't play PUBG. Do you see the weekly ban reports? Thats about 32,000 players banned every week and the average player count for said game is about 320,000. So you see what is happening, right? Alts and people who can do things like hwid spoofing are just continuing to cheat, so there's no reason to even entertain that game. It sounds like a fun concept for a game, until the cheaters are in the lobby.
The same thing occurs with the cs2 game forum on steam. That game is riddled with cheaters, and they shape discourse on the forum in the form of gaslighting and all sorts of things.
Expect the rules to be used unfairly on you in a game forum that is dominated by bad actors.
Also some more advice: don't use Discord. Full of bad actors.
Find someone that streams the game and ask them in their chat or something. That's about all I can think of to suggest
