Steam community market lowest price in USD is 3 cents. The same item can be sold for much less in some other currencies. What happens to the difference?
I have a question regarding items that are sold in regional currencies for less than the minimum possible price in USD and Euros. For example, I have a ton of cheap common skins from the game Don't Starve Together. In my regional currency, they sell for 0.09 - 0.15 rubles, which is 0.0013 in dollars. However, on the marketplace for dollar-denominated users, the price will be listed as 0.03. However, all items priced lower than 0.03 are not excluded from the visible pool for dollar-denominated regions. Sometimes, the transaction chart shows peaks with transactions at 2.42 rubles (the same 0.03 cents). So, I have several serious questions:

1) Can a buyer from a dollar-denominated region purchase a skin that the seller has listed in their regional currency for less than 3 cents? The buyer can't pay less than 3 cents.
1.1) If this is possible, what happens to the price difference if the buyer paid 3 cents and the seller was only asking 0.13 cents?

2) Can a seller set a price that's too high for their region, equivalent to 3 cents, hoping for a buyer from dollar region?

3) Are there any schemes for purchasing skins in "cheap" regions, converting the currency, and selling them to "expensive" regions? I'm not asking for guides, just a yes/no question.
