It would require so many other things that Valve does not want to bother with.

This isn't entirely correct. If you put money into Steam Wallet using external payment method, you can request refund for the funds as long request is made within 14 days from purchase and not a penny of the funds have been used. Assuming of course the payment method can receive the refund (not all can).

Otherwise no. Steam Wallet funds are not money, they are store credit only usable in the store itself. Steam isn't a bank so no withdrawals are possible other than refunds detailed above.
