Thats two different questions.
Linking your steam account to your youtube account hasn't worked in decades.

To post a video on the forums just copy the link from youtube and paste it in the middle of the text box. When someone sees your message the forum software embeds the video.

I log with my steam on Chrome and do the uploading/sharing process. It never works on the steam pc app.

Wow steam is going downhill it seems. I don't know how to help you them bcoz I usually get this error too on the software, but using chrome it used to work :/

So the linking doesn't work, but without linking I can't get the achievement and level up my account? What am I supposed to do?!

The current trick right now is to use a real browser AND try it at exactly 12AM Pacific Time. Any other time will result in an HTTP 500 ERROR or a blank page.

I was having this same issue for a long time with many attempts on Steam app (PC), Steam app (mobile) and on Chrome but today I gave it another try and it actually connected the account and was able to see the videos I had available form Youtube. Try it again and hopefully it works for those that need it.
