In my case, since I'm in Brazil, if I register my card as a payment method on Steam, I pay, in addition to the game price, an additional tax that appears on my card statement later, because it's considered an international purchase.
However, if I use PayPal, for example, and make the purchase, I pay only the game price, without any additional charges.
This can be used both to purchase games and to add funds to your wallet. There are no restrictions regarding promotions or events; you can still shop during the summer and winter sales as usual, whenever they're happening.
