I had to pay money for my badges, to get cards to make badges.

The fastest way to level up is by crafting badges.

You can also:

• Earn the Community Badge by completing tasks.
  
• Redeem Steam Points for the Seasonal Badge.

craft badge , you can do it by buying them or playing the games normally

U can do it in ur profile, but u need the cards to do that.
