Two ways, really.
One is to buy games. Steam takes the amount you pay, converts it into USD and uses that value to calculate points for you. For every $1.00 you spend, you receive 100 points. This type only applies to games, DLC and (apparently) soundtracks, so Steam Marketplace purchases will not contribute to your points balance.

The other is by being given awards. These are not in-game achievements but awards given by other users. For example, you've made a post on the Steam Forums and thus anybody can give you one of these awards which will contribute to your Steam Point balance. However, only 1/3 of the awarded amount is sent to the recipient, so I would advise you to be aware of that!

Once you have points, you too can give them on other people's posts, simply hold your cursor over the message, and in the top right of the message box, you will see a golden Rosette symbol which will open the awards menu. The awarded amount (it will tell you how many they'll receive) will be sent to them within 14 days*. You will need points to send awards, mind you.

U get the from others on ur posts, profile, screenshot,... Ah and bagging for steam awards is against the steam rules so dont try that out.

Are u sure about the 72h? It takes about 14 or 16 days if i remember right. Thats about how long a friend had to wait to get them

You get Steam Points by purchaising games, soundtracks and DLCs on Steam, note that purchases on the community market to not give you Steam points, you do also get Steam points for buying stuff in games like TF2 or Counter Strike 2 unless it is on the community market it has to be a purchase made in game for you to get Steam points. And another way to get Steam points is by getting awards which are giving by other users by using their Steam points you can get awards for you're artwork on Steam you're screenshots you're workshop items you're reviews and you're guides and also you're profile. After someone has awarded one of you're things the award will be displayed on the item you were awarded.

That's simply marvellous, though I ought to inform you that I didn't generate that response with AI, I typed it. I suppose my speech is awfully robotic, though, so I don't blame you for making that distinction. Now, onto the matter actually at hand, if you don't mind, what is the "3rd way" to obtain points? Obviously my own lack of knowledge has contributed to an inaccurate answer to the question posed. I should also say that I've typically received my points within a relatively short time period, perhaps longer than 72 hours - but that is the typical time frame for services one uses (obviously, referring to other platforms and their reward systems), so evidently my assumption that it'd be the same here comes solely from mistaken confidence. I don't usually receive points, so my judgements would otherwise be quite flawed! Thank you for amending the issues with my post, though, I do appreciate newer users being able to have accurate information - I certainly needed it when I joined steam! xP
