idk how to get lv 1.

i really want to get lv 1 to get some features but i dont want to spend money on some game though.

You need to spend a little bit to get your account out of limited status. When you get 500 steam points from buying a game, you've spent enough.

You don’t need to spend anything. If you participate in Holiday events, there is free xp to gain. Keep an eye out on steam and check back frequently.

It's a clever loophole, but steam has clarified that your level is locked at 0 until you spend.

As mentioned above, limited accounts can not gain XP nor are they eligible for event cards or other giveaways, stickers and free points shop items excluded.
