Rumble (Vibration, Haptic) doesn't work on M1 with Xbox controller
I tested two games: Tomb Raider and Desperado III; on an old Intel Mac running Windows 10 rumbles work fine but when on M1 there is none. I looked it up many seem to have the same problem but it doesn't seem to be taken care of. There was one who said revert back to Rossetta non-beta client. I tried that and it still didn't work.

Try connecting via USB.
The Xbox drivers are owned by Microsoft. Some possible solutions:
  • Check the settings - disable Steam input.
  • Use a virtual machine.
  • Purchase an adapter;

it's not expensive, but it will allow you to use the gamepad on multiple platforms.

Connecting with USB doesn't work either. I also tested Mark of the Ninja, it didn't work either. Do you actually know any Steam game that have vibration work with Apple Silicon Mac? App Store game works, testing from Steam Interface also works.
