There's a workaround that I found. Refresh the payment page by leaving and then returning to it. Then DO NOT TOUCH any of the dropdowns. Leave them for last. Fill out everything else first (do not use the Tab key to change fields). Then do dropdowns last.
Another workaround is to paste data into fields. Just right-click a field and select paste to send data.
Where's the place to report Steam Client bugs? Kind of funny and BS how many hoops are needed to jump through for the privilege of giving Gabe our money.
