"Disconnected - could not connect to server" if client does not have server map

Hello! I am migrating Plagues Rat Race to a new host and for some reason, if you try to connect to the server and do not already have the map saved locally on your PC, you get booted with "Disconnected - could not connect to server". If you manually download the map from another source, you can connect and play successfully. However, other HL servers that I connect to, and do not have the map on my PC, do not throw this error. I am able to download the custom maps from other existing HL servers. Both sv_allowdownloads 1
sv_allowuploads 1 are set.

Here is the server side message:
L 11/29/2018 - 18:31:59: "Ender<5><STEAM_0:1:nnnnnnnn><>" STEAM USERID validated
Dropped Ender from server
Reason: Client sent 'drop'

Are you sure the client in question has map downloads enabled also?

Thanks for the reply! Yes, I can download maps from other HL servers, but not this server after rebuild.

I haven't been running a hlds in years so I'm not that familiar anymore.
Shouldn't the syntax be without the "s" at the end?
sv_allowdownload 1
sv_allowupload 1

Also make sure sv_downloadurl is empty if you don't use fast download.
Although fast download might be an option to try if you can't get the ingame download to work.

well if it helps u can download a tool called "resgen" it creates .res files when u use it with the map .bsp files

the .res file tells the server what recources are needed on the client ! and the client can download it then

the .res file need to go in the maps folder
