Try running steamcmd several times, i read somewhere it does not download everything the first time..
What did you put in force_install_dir ?

I am aware of this bug before but
I tried again several times but it did not work
./steamcmd.sh +login anonymous +force_install_dir /home/hlserver/server "+app_update 90 -beta beta validate" +quit

Maybe you need an chmod, the server runs using the hlds_run with parameters..

My memory is a mess, but i think it is "chmod +x hlds_run", then you can ./hlds_run to start the server..

Besides needing to run several times the update command, i never had any problems downloading goldsrc dedicated server.

The files are not complete How do you expect the server to work when you try to run it?

I told you before, you need to run update several times, besides how do you know files are missing? Did you tried without the -beta?

HLDS (appid 90) currently requires multiple runs of the app_update command before all the required files are successfully installed. Simply run app_update 90 validate multiple times until no more updates take place.

I did a little try to see that error few days ago, i put an loop to execute the steamcmd several times (100 times to be precise) and even after those 100 tries, only a few files (~60mb) was downloaded.
I give it up, then i tried on windows, same thing..

Then i tried the solution, it worked fine on windows, the server is fully functional now..
