steam can only run one app at a time but obviously this isnt the case. i would say check graphics related software drivers or settings to maybe and or also check ram or cpu limit conditions are steam running a game crashing and or stopping other apps from running especially unrelated to the steam platforms almost unheard of at least being a steam related issue and is more possible you have hardware issues with your machine. unless im understanding you wrong
