help update steamcmd error http 404

I'm encountering an issue with SteamCMD on my Windows Server (2012 R2 DataCenter 64-bit Chinese Edition). When attempting to update, it throws the following error:

download a fresh copy
https://developer.valvesoftware.com/wiki/SteamCMD

run the bootstrapper when its finished building the filesystem in the folder quit the steamcmd and start it up fresh again before running it. keep in mind when running you need to force_install_dir first then login anonymous then execute an update command if your updating.

also note if anything changes in the steamapp/ filesystem youll maybe need to restart steam and or re login. steamcmd is unrelated to steam platform but steam and source run in awful ways all the time

when u download the steamcmd file for your operation system preference you can put the .zip archive on your desktop and extract it to the desktop as well. the archive should give you a folder on the desktop same name as the archive was. you want to run the bootstrapper file. that will download the steamcmd filesystem right into the folder its in. you want to quit the steamcmd when its finished as thats the bootstrappers console your in. there will be a new steamcmd.exe in the filesystem it makes you wanna run that. when u start the program again. steamcmd should be ready to go then.
